On approval of veterinary requirements
concerning import
into Ukraine of objects of the state veterinary
and sanitary
control and supervision
(With amendments made in compliance with the Order
of the State
Department of veterinary medicine
No. 36 (z0525-05) as of April 25, 2005)
In pursuance of articles 3, 7 and 17 of
the Law of Ukraine "On veterinary medicine" (2498-12), Provisions
on regional service of the state veterinary and sanitary control and supervision
on the state border and in transport of the State Department of veterinary
medicine, approved by the decree of the Cabinet of Ministers of Ukraine as
of March 2, 1998, N 264 (264-98-ï), and with the goal of improvement of control
over protection of the territory of Ukraine from communication from the territory
of other countries, or from quarantine zone of pathogenic quarantine diseases,
common for animals and people, as well as due to harmonizing the legislation
of Ukraine with Article 51 of the Agreement on partnership and cooperation
between Ukraine and European Commonwealth and its member states (998_012)
I HEREBY ORDER:
1. To approve Veterinary requirements concerning
import of objects of the state veterinary and sanitary control and supervision
into Ukraine (attached).
2. Management of the state inspection of veterinary
medicine of the State Department of veterinary medicine Ministry of Agricultural
Policy of Ukraine (M.V.Patsiuk):
2.1. To submit within the period of five days,
this order for state registration to the Ministry of Justice of Ukraine.
2.2. To familiarize with this order the heads
of departments of veterinary medicine in the Autonomous Republic of Crimea,
oblasts, cities of Kyiv and Sebastopol, regional services of the state veterinary
and sanitary control and supervision on the state border and transport of the
State Department of veterinary medicine.
3. The heads of veterinary medicine departments
in the Autonomous Republic of Crimea, oblasts, cities of Kyiv and Sebastopol,
regional services of the state veterinary and sanitary control and supervision
on the state border and transport, to comply strictly with these veterinary
requirements.
4. To acknowledge expired the order of the Chief
state inspector of veterinary medicine of Ukraine as of 20.10.99 N 39 (z0777-99) "On
approval of veterinary requirements concerning import into Ukraine of objects
of the state veterinary and sanitary control and supervision", registered
in the Ministry of Justice of Ukraine on November 11, 1999 under N 777/4070.

VETERINARY REQUIREMENTS
Concerning Import into Ukraine of objects
of the state
veterinary and sanitary control and supervision
1. Veterinary requirements concerning import into
Ukraine
of brood and utility cattle
1.1. Importing to Ukraine is allowed for healthy
brood cattle, which was born and grown in the exporter country, with pregnancy
not exceeding 5 months, not vaccinated against brucellosis, murrain, leptospirosis,
plague of cattle, originating from the farms and administrative territories,
free from contagious animal diseases, including:
BSE - according to the requirements of International
veterinary Code of Office International des Epizooties;
murrain - during the last 12 months on the territory
of the country or zone, acknowledged by the Office International des Epizooties;
contagious pleuropneumonia, vesicular stomatitis
- during 2 years on the territory of the country;
plague of cattle - during the last 12 months
on the territory of the country, and in case of performance of stamping out
- 6 months;
plague of small ruminants - during the last
3 years on the territory of the country, and in case of performance of stamping
out - 6 months;
contagious nodular dermatitis of cattle - during
the last 3 years on the territory of the country;
brucellosis, tuberculosis, leucosis - during
the last 3 years on the farm; (Paragraph eight clause 1.1 as amended in compliance

infectious rhinotracheitis, virus diarrhea,
rabies – during the last 12 months in the farm; (Paragraph nine of clause 1.1
as amended in compliance with the Order of the State Department of veterinary
medicine N 36 (z0525-05) as of 25.04.2005)
paratuberculosis - during the last 6 months
in the farm. (Paragraph 1.1 as amended with paragraph in compliance with the

1.2. Selected for sending to Ukraine animals
are not genetically related to the cattle, originating from the territories,
not safe in the issue of bovine spongiform encephalopathy of cattle. Animals
were not fed with fodder of animal origin, at manufacture of which were used
internals and tissue of ruminants.
1.3. Selection for sending to Ukraine of animals
shall be performed with participation of representative of the state service
of veterinary medicine of Ukraine.
1.4. Selected for importing to Ukraine animals
shall be held for not less than 30 days before transporting in special quarantine
bases of the exporting country. At the time of quarantine, it is necessary
to perform total clinical examination with daily thermometry, diagnostics and
research in the state veterinary laboratory using methods, commonly practiced
in the exporting country, as to:
leptospirosis – with negative result, or animals,
subject to double treatment with dehydrostreptomycin applying the methods commonly
used in the exporting country;
leucosis, paratuberculosis, and at that negative
results are received;
brucellosis of cattle in the reaction of agglutination
and reaction of alexin immobilization, at that, with negative results;
infectious rhinotracheitis – two times at blood
tests with interval of 21 day, receiving at that a negative result;
trichomoniasis – in case of covered females,
results of direct microscopic and bacteriological tests of vulvar mucus, and
in case of breeder bulls – tests of preputial swab – results were negative.
animals were subject to diagnostic tests for
tuberculosis by endermic tuberculosis test, and at that negative results were
received.
1.5. Not later than in 20 days before dispatching,
the animals are vaccinated against charbon (unless they inoculated in 6 months
before dispatch), and preventive helminth extinguishing measures are taken,
treatment against ectoparasites is performed.
1.6. If, during the quarantine period, according
to the results of diagnostic researches some animals will have positive (serological,
allergic, etc.) reactions, the representative of the buyer has a right to refuse
to accept all or some animals, without bearing at that any material responsibility.
In this case the information shall be immediately notified to the State Department
of veterinary medicine.
1.7. Vehicles are treated and prepared according
to the rules adopted in the exporting country.
1.8. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of the date, methods of diagnostic researches, their results and preventive
inoculations.
1.9. Importation into the territory of Ukraine
of animals shall be possible after obtaining of the permit of the State Department
of veterinary medicine.
1.10. After importing to the territory of Ukraine
and going through the state veterinary and sanitary control, animals undergo
30-day quarantine in a specially prepared premises. In this period, the necessary
diagnostic testing is performed by methods, stipulated by the sanitary code
for brucellosis, tuberculosis, leucosis, trichomoniasis, campilobacteriosis,
leptospirosis, infectious rhinotracheitis in the state laboratory of veterinary

2. Veterinary requirements concerning import
into Ukraine of sperm and Breeder bulls
2.1. For import into Ukraine, sperm of Breeder
bulls is allowed, received at the artificial insemination farms, which stay
under permanent control of the state veterinary service of the exporting country.
2.2. Sperm originates from a farm (station,
centre, etc.) and administrative territory, officially free from contagious
animal diseases, including:
foot-and-mouth disease – during the last 12
months on the territory of the country or zones, adopted by the Office International
des Epizooties;
vesicular stomatitis, rinderpest, contagious
pleural pneumonia, small ruminants plague, contagious nodular dermatitis of
cattle – during the last 12 months on the territory of the country;
brucellosis, leucosis, tuberculosis – during
the last 3 years at the farm; (Paragraph four, clause 2.2 as amended in compliance
with the Order of the State Department of veterinary medicine N 36 (z0525-05)

infectious rhinotracheitis, virus diarrhea,
trichomoniasis, campilobacteriosis, leptospirosis – during the last 12 months
at the farm;
paratuberculosis – during the last 6 months
at the farm. (Paragraph 2.2 as amended by clause in compliance with the Order
of the State Department of veterinary medicine N 36 (z0525-05) as of 25.04.2005)
2.3. Breeder bulls, providing sperm for export,
must not be vaccinated against brucellosis.
2.4. Animals were not receiving fodder of animal
origin, which was produced from internals and tissue of ruminants.
2.5. Donor bulls were kept in the artificial
insemination centre during 6 months before taking sperm and were not used for
natural insemination.
2.6. In 30 days before collection of sperm,
the bulls are tested in the state veterinary laboratory using the methods,
customary in the exporting country, for presence of tuberculosis, two times,
with interval of not less than 60 days, brucellosis, leptospirosis, leucosis,
bluetongue, infectious rhinotracheitis, virus diarrhea, trichomoniasis, campilobacteriosis.
Sperm must not contain pathogenic and toxicogenic
microorganism and blood cells. (Paragraph 2.6 as amended in compliance with

2.7. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of methods, dates of diagnostic tests and their results.
2.8. To the veterinary certificate, specification
is added, which contains the following data:
breed, byname and number of bull;
day, month and year of taking sperm;
number of canister in dewar flask;
number of series and doses in the same canister.
The provided sperm shall be packed and transported
in special containers (vessels) with liquid nitrogen.
2.9. Importation of sperm into the territory
of Ukraine shall be possible after obtaining of the permit from the State Department
of veterinary medicine.
2.10. Before using on the territory of Ukraine,
sperm shall be tested for leptospirosis, infectious rhinotracheitis. (Paragraph

3. Veterinary requirements concerning import
into Ukraine of embryos of cattle
3.1. Import into Ukraine is allowed for embryos,
taken from healthy breeding animals, not vaccinated against brucellosis, leptospirosis,
foot-and-mouth disease. Bulls shall be held at the artificial insemination
farms, and cows that are donors of embryos – in the centres, points, farms
of supplier, officially free from contagious animal diseases, that stay under
permanent control of the state veterinary service of the exporting country
since birth.
3.2. Sperm used for insemination of donor cows,
complies with the veterinary requirements of Ukraine. Copy of veterinary certificate
for sperm is attached.
Donor cows stayed at farms in the last 60 days
and had no contact with animals, imported to the country during the last 12
months.
3.3. Administrative territory of the exporting
country shall be free from contagious diseases, including:
foot-and-mouth disease – during the last 12
months on the territory of the country or zones, acknowledged by Office International
des Epizooties;
vesicular stomatitis, contagious pleuropneumonia,
rinderpest, small ruminants plague – during the last 12 months on the territory
of the country.
3.4. Centres for taking embryos of cattle have
to be free from contagious diseases, including:
brucellosis, leucosis, tuberculosis – during
the last 3 years; (Paragraph two, clause 3.4 as amended in compliance with

infectious rhinotracheitis, virus diarrhea,
trichomoniasis, campilobacteriosis, leptospirosis – during the last 12 months;
(Paragraph three, clause 3.4 as amended in compliance
with the Order of the State Department of veterinary medicine N 36 (z0525-05)
as of 25.04.2005)
paratuberculosis – during the last 6 months
at the farm. (Paragraph 3.4 complemented with paragraph in compliance with
the Order of the State Department of veterinary medicine N 36 (z0525-05) as
of 25.04.2005)
3.5. Animals were not fed with any fodder of
animal origin, at production of which internals and tissue of ruminants were
used.
3.6. Donor cows, used for obtaining of embryos,
and bulls, sperm from which is used for insemination of cows, are being regularly
clinically tested and diagnosed in the state veterinary laboratory using methods,
generally accepted in the exporting country, for detecting tuberculosis, brucellosis,
leptospirosis, leucosis, virus diarrhea, infectious rhinotracheitis. (Paragraph

3.7. After obtaining of embryos, donor cows
and breeder bulls shall stay under the supervision of the state veterinary
doctor for not less than 30 days. In case of detection in the of animals in
this period of any infectious diseases, stipulated in these requirements, export
of embryos into Ukraine shall be stopped.
3.8. Frozen and thawed and material (embryo
and the environment it stays in) shall be free from pathogenic and toxicogenic
microorganisms.
3.9. The provided sperm, shall be packed and
transported in special containers (vessels) with liquid nitrogen.
3.10. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of methods, date and results of diagnostic of tests for parent couples.
3.11. Importation into the territory of Ukraine
of embryos shall be possible after obtaining of the permit of the State Department
of veterinary medicine.
4. Veterinary requirements concerning import
into Ukraine
of fed stock, cattle, sheep and goats.
4.1. Importing to Ukraine shall be allowed for
healthy fed stock, sheep and goats, born and grown in the exporting country,
not vaccinated against brucellosis, leptospirosis, foot-and-mouth disease,
from farms and administrative territories, free from contagious animal diseases,
including:
bovine spongiform encephalopathy of cattle and
scrapie of sheep – according to the requirements of the International Veterinary
Code of the Office International des Epizooties;
foot-and-mouth disease – during the last 12
months on the territory of the country or zones, acknowledged by the Office
International des Epizooties;
plague, contagious pleuropneumonia of cattle,
vesicular stomatitis, bluetongue – during the last 12 months on the territory
of the country; (Paragraph four, clause 4.1 as amended in compliance with the
Order of the State Department of veterinary medicine N 36 (z0525-05) as of
25.04.2005)
brucellosis of cattle, leucosis, tuberculosis,
brucellosis of sheep and goats, rabies – during the last 12 months at the farm;
(Paragraph five, clause 4.1 as amended in compliance with the Order of the
State Department of veterinary medicine N 36 (z0525-05) as of 25.04.2005)
maeda-visna, arthritis - encephalitis – during
the last 3 years at the farm; (Paragraph six, clause 4.1 as amended in compliance
with the Order of the State Department of veterinary medicine N 36 (z0525-05)
as of 25.04.2005)
catarrhal pyrexia of sheep – during the last
2 years on the administrative territory;
sheep-pox and goat-pox, small ruminants plague
– during the last 3 years in the country, and in case of performance of extirpation
– 6 months after slaughter of the last infected animal; (Paragraph eight, clause
4.1 as amended in compliance with the Order of the State Department of veterinary

infectious pleuropneumonia – during the last
6 months at the farm;
paratuberculosis – during the last 6 months
at the farm. (Paragraph 4.1 as amended with the paragraph in compliance with
the Order of the State Department of veterinary medicine N 36 (z0525-05) as
of 25.04.2005)
4.2. Animals were not fed with any fodder of
animal origin, at production of which internals and tissue of ruminants were
used.
4.3. Animals selected for sending to Ukraine
– shall be held for not less than 30 days in special quarantine bases under
supervision of the state veterinary service of the exporting country.
4.4. At the time of quarantine, total clinical
examination is performed, diagnostic testing in the state veterinary laboratory
using the methods, commonly practiced in the exporting country. Animals shall
undergo the following veterinary treatment and research:
all kinds of slaughter stock – vaccination against
charbon not less than in 42 days before slaughter, unless they were not inoculated
in 6 months before dispatch; (Paragraph two, clause 4.4 in the wording of the
Order of the State Department of veterinary medicine N 36 (z0525-05) as of
25.04.2005)
sheep and goats, that are imported from the
countries having problems with sheep-pox –vaccination against smallpox not
less than in 14 days, unless the animals were inoculated in 6 months before
dispatch;
all kinds of slaughter stock are subject to
thermometry and testing for brucellosis, leucosis with application the state
veterinary laboratory methods, commonly practiced in the exporting country;

State Department of veterinary medicine N 36 (z0525-05) as of 25.04.2005)
all kinds of slaughter stock – testing for leptospirosis
with negative result, or undergoing double treatment with dehydrostreptomycin,
using practiced in the exporting country methods.
4.5. Livestock selected for export before dispatch
shall undergo preventive dehelminthization and treatment against ectoparasites
within the term, which secures purification of organism from the remnants of
the used preparations.
4.6. Sending to Ukraine shall be allowed only
for clinically healthy animals, which had negative result of diagnostic tests.
4.7. Vehicles are treated and prepared according
to the rules adopted in the exporting country.
4.8. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of methods, date of diagnostic tests and their results, and inoculations.
4.9. Importation into the territory of Ukraine
of animals shall be possible after obtaining of the permit of the State Department
of veterinary medicine.
4.10. Animals on the territory of Ukraine shall
be slaughtered within 2-3 days after arrival to the slaughter enterprise (meat
cutting plant, slaughterhouse).
5. Veterinary requirements concerning import
into Ukraine
of breed and utility sheep and goats.
5.1. Import into Ukraine shall be allowed for
healthy breed sheep and goats, born and grown in the exporting country, not
pregnant, not vaccinated against brucellosis, bluetongue, foot-and-mouth disease,
leptospirosis, and originating from farms and administrative territories, free
from contagious animal diseases, including:
scrapie of sheep – according to the requirements
of the International Veterinary Code of the Office International des Epizooties;
sheep-pox and goat-pox, small ruminants plague
– during the last 3 years on the territory of the country; (Paragraph three,
clause 5.1 as amended in compliance with the Order of the State Department
of veterinary medicine N 36 (z0525-05) as of 25.04.2005)
foot-and-mouth disease – during the last 12
months on the territory of the country or zones , adopted by the Office International
des Epizooties;
quadrilateral fever, bluetongue, infectious
pleuropneumonia – during the last 12 months on the territory of the country;

maeda-visna, arthritis - encephalitis, tuberculosis

infectious epididymitis, brucellosis, rabies
– during the last 12 months at the farm; (Paragraph eight, clause 5.1 as amended

paratuberculosis – during the last 6 months
at the farm. (Paragraph 5.1, as amended with paragraph in compliance with the

5.2. Animals were not fed with any fodder of
animal origin, at production of which internals and tissue of ruminants were
used.
5.3. Selection for sending to Ukraine of animals
shall be performed with participation of representative of the state service
of veterinary medicine of Ukraine.
5.4. Selected for sending to Ukraine animals
shall be held, for not less than 30 days, in special quarantine bases of the
exporting country under the supervision of the representative of the state
service of veterinary medicine of Ukraine.
At the time of quarantine, total clinical examination
is performed with daily thermometry, diagnostic tests in the state veterinary
laboratory using methods, commonly applied in the exporting country, for brucellosis,
epididymitis, bluetongue, maeda-visna, arthritis - encephalitis, listerellosis;
leptospirosis with a negative result, or animals which underwent double treatment
with dehydrostreptomycin, using the methods practiced in the exporting country.

5.5. At least in 20 days before dispatch, animals
are vaccinated against charbon, unless they were vaccinated in 6 months before
dispatch.
5.6. Preventive dehelmintization and treatment
against ectoparasites are performed.
5.7. If in the period of quarantine, the results
of diagnostic tests, separate animals show positive (serological, allergic,
etc.) reactions, the representative of the buyer has a right to reject all
or some animals, without bearing at that any material responsibility. In this
case, information is immediately notified to the State Department of veterinary
medicine.
5.8. Vehicles are treated and prepared according
to the rules adopted in the exporting country.
5.9. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of methods, date of diagnostic researches, their results and of preventive
vaccinations.
5.10. Importation of animals into the territory
of Ukraine shall be possible after obtaining of the permit of the State Department
of veterinary medicine.
5.11. After importing to the territory of Ukraine
and going through the state veterinary and sanitary control, animals shall
undergo quarantine for the term of 30 days in a specially prepared premises.
In this period, diagnostic testing in the state
laboratory of veterinary medicine is performed, for brucellosis, epididymitis.

6. Veterinary requirements concerning import
into Ukraine
of sperm of small ruminants breeders.

6.1. Importing into Ukraine is allowed for sperm
of small ruminants breeders, obtained at the artificial insemination enterprises,
which stay under permanent control of the state veterinary service of the exporting
country. (Paragraph 6.1 as amended in compliance with the Order of the State
Department of veterinary medicine N 36 (z0525-05) as of 25.04.2005)
6.2. Sperm originates from the farm (station,
centre, etc.) and administrative territories, officially free from contagious
animal diseases, including:
foot-and-mouth disease – during the last 12
months on the territory of the country or zone, acknowledged by the Office
International des Epizooties;
quadrilateral fever, bluetongue – during the

sheep-pox and goat-pox, small ruminants plague
– during the last 3 years on the territory of the country; (Paragraph 6.2,

paratuberculosis – during the last 2 years at
the farm. (Paragraph 6.2, as amended by the paragraph in compliance with the

6.3. Keeping animals and obtaining sperm from
the small ruminants breeders are performed in compliance to the stipulated
veterinary and sanitary requirements. (Paragraph 6.3 as amended in compliance

6.4. Small ruminants breeders, from which the
sperm is received for exporting, must be vaccinated against brucellosis and
epididymitis, were held at the artificial insemination enterprises not less

6.5. In 30 days before taking sperm of the small
ruminants breeders are studied in the state veterinary laboratory using the
methods, commonly practiced in the exporting country, for tuberculosis of goats,
brucellosis, epididymitis of sheep, listeriosis, maeda-visna, arthritis - encephalitis
goats.

6.6. Small ruminants breeders were not fed with
any fodder of animal origin, at production of which internals and tissue of

6.7. Sperm must not contain pathogenic and toxicogenic
microorganisms and blood cells.
6.8. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of methods, date of diagnostic tests results.
6.9. Veterinary certificate shall be supplemented
with specification that contains the following data:
breed, name and number; (paragraph two, clause
6.9 as amended in compliance with the Order of the State Department of veterinary
medicine N 36 (z0525-05) as of 25.04.2005)
day, month and year of taking the sperm;
number of canisters in dewar flask;
number of series and doses in one canister.
6.10. Sperm to be supplied is packed and transported
in special containers (vessels) with liquid nitrogen.
6.11. Importation of sperm into the territory
of Ukraine è shall be possible after obtaining of the permit of the State
Department of veterinary medicine.
7. Veterinary requirements concerning import
into Ukraine of brood and utility swine
7.1. Import to Ukraine shall be allowed
for healthy brood swine, that are born and grown in the exporting country,
not vaccinated against swine cholera, leptospirosis, infectious bulbar paralysis,
Teschen disease and originate from farms and administrative territories,
free from contagious animal diseases, including:
African swine fever – during the last 3 years
on the territory of the country, in case of performance of stamping out – 12
months;
foot-and-mouth disease – during the last 12
months on the territory of the country or zone, acknowledged by the Office
International des Epizooties;
swine vesicular diseases – during the last 2
years on the territory of the country, in case of performance of stamping out
– 9 months;

swine cholera, atrophic rhinitis, infectious

brucellosis, reproductive - respiratory swine syndrome, rabies – during the

trichinosis – during the last 5 years on the

7.2. Selection of animals for sending to Ukraine
shall be performed with participation of the representative of the state service
of veterinary medicine of Ukraine. Animals selected for sending to Ukraine
shall be held for not less than 30 days at special quarantine bases of the
exporting country under the supervision of the representative of the state
veterinary service of the exporting country.
7.3. At the time of quarantine, the following
actions are performed:
total clinical examination with daily thermometry;
diagnostic tests in the state veterinary laboratory
using the methods, practiced in the exporting country for classical swine fever,
brucellosis, tuberculosis, transmissive swine gastroenteritis, with a negative
result; (Paragraph three, clause 7.3 as amended in compliance with the Order
of the State Department of veterinary medicine N 36 (z0525-05) as of 25.04.2005)
diagnostic research for leptospirosis with a
negative result or double treatment of animals with dehydrostreptomycin, using
methods practiced in the exporting country.
7.4. At least in 20 days before dispatch, animals
are vaccinated against charbon (unless they were vaccinated in 6 months before
dispatch).
7.5. At least in 14 days before dispatch of
swine are vaccinated against erypsipelas with inactivated vaccine. Anthelminthic
treatment and treatment against ectoparasites are performed.
7.6. If in the period of quarantine, according
to the results of diagnostic tests, in separate animals positive (serological,
allergic, etc.) reactions are detected, the representative of the buyer has
a right to reject all or some animals, without bearing for this any material
responsibility. In this case of information shall be immediately notified to
the State Department of veterinary medicine.
7.7. Vehicles are treated and prepared according
to the rules adopted in the exporting country.
7.8. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor,
composed in languages of the exporting country and in Ukrainian, with specification
of the date of diagnostic tests and vaccinations.
7.9. Importation into the territory of Ukraine
of animals shall be possible after obtaining of the permit of the State Department
of veterinary medicine of Ukraine.
7.10. After importing to the territory of Ukraine
and undergoing the state veterinary and sanitary control, swine are held in
quarantine for the period of 30 days in a specially prepared premises. In this
period, diagnostic tests are performed for classical swine fever, brucellosis,
leptospirosis, tuberculosis, transmissive gastroenteritis of swine in the state
laboratory of veterinary medicine using methods, stipulated by the International

8. Veterinary requirements concerning import
into Ukraine of boar sperm
8.1. Importing to Ukraine, boar sperm, obtained
at the artificial insemination farms, that stay under permanent control of
the state veterinary service of the exporting country.
8.2. Sperm originates from the farm (station,
centre, etc.) and administrative territory, officially free from contagious
animal diseases, including:
African swine fever – during the last 3 years
on the territory of the country;
foot-and-mouth disease – during the last 12
months on the territory of the country or zone, acknowledged by the Office
International des Epizooties;
vesicular swine diseases – during the last 2
years on the territory of the country, in case of performance of stamping out
– 9 months;

swine cholera, infectious bulbar paralysis,
swine enteroviral encephalomyelitis (Teschen disease) – during the last 12

- respiratory syndrome, leptospirosis – during the last 12 months at the farm.

8.3. Keeping animals and obtaining sperm from
boars is performed in compliance with the stipulated veterinary and sanitary
requirements.
8.4. Brood boars, which provide sperm for export,
must not be vaccinated against swine cholera, must stay at the artificial insemination
enterprises for not less than 6 months before collection of sperm, and must
not be used for natural insemination.
8.5. In 30 days before taking sperm, boars are
tested in state veterinary laboratory using methods, commonly used in the exporting
country, for classical swine fever, tuberculosis, brucellosis, leptospirosis.
Sperm must not contain pathogenic and toxicogenic microorganisms and blood

8.6. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of methods, date of diagnostic tests and their results.
8.7. Veterinary certificate shall be supplemented
with specification, which contains the following data:
breed, name and number of boar;
date, month and year of taking sperm;
number of canisters in dewar flask;
number of series and doses in the same canister.
8.8. The supplied sperm shall be packed and
transported in special containers (vessels) with liquid nitrogen.
8.9. Importation into the territory of Ukraine
of sperm shall be possible after obtaining of the permit of the State Department
of veterinary medicine of Ukraine.
9. Veterinary requirements concerning import
into Ukraine of slaughter swine
9.1. Import to Ukraine is allowed for clinically
healthy slaughter swine, born and grown in the exporting country, from farms
and administrative territories, free from contagious animal diseases, including:
African swine fever – during the last 3 years
on the territory of the country, in case of performance of stamping out – 12
months;
foot-and-mouth disease – during the last 12
months on the territory of the country or zone, acknowledge by the Office International
des Epizooties;
vesicular swine disease – during the last 2
years on the territory of the country, in case of performance of stamping out
– 9 months;

9.2. Selected for sending to Ukraine animals
shall undergo a not less than 30 day quarantine in the farms of the supplier
under the supervision of the state veterinary doctors and undergo daily clinical
examination.
9.3. At least in 42 days before slaughter, animals
are vaccinated against charbon (unless they were vaccinated in 6 months before
dispatch). (Paragraph 9.3 in the wording of the Order of the State Department
of veterinary medicine N 36 (z0525-05) as of 25.04.2005)
9.4. In 2 days before dispatch, swine are passively
immunized against swine erysipelas, unless they were vaccinated against this
disease during the last 4 months. But swine cholera is vaccinated, upon request
of the buyer, not less than in 21 day before dispatch.
9.5. Selected for export swine shall undergo
before dispatch preventive dehelminthization and treatment against ectoparasites
in the term, that secures release of organism from the remnants of the preparations
applied.
9.6. Vehicles are treated and prepared according
to the rules adopted in the exporting country.
9.7. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of methods, date of diagnostic tests, their results and vaccinations.
9.8. Importation into the territory of Ukraine
of animals shall be possible after obtaining of the permit of the State Department
of veterinary medicine of Ukraine.
9.9. Animals on the territory of Ukraine must
be slaughtered within 2-3 days after arrival to slaughterhouses.
10. Veterinary requirements concerning import
into Ukraine
of brood, utility and sport horses
10.1. Import to Ukraine shall be allowed only
for healthy brood young animals and adult horses, born and grown in the exporting
country, with pregnancy not exceeding 3 months. Horses must not be vaccinated
against infectious encephalomyelitis of all types, influenza, African horse
sickness, leptospirosis and originate from farms and administrative territories,
free from contagious animal diseases, including:
coupling disease, vesicular stomatitis, African
horse sickness, glanders, Venezuelan encephalomyelitis – during the last 2
years on the territory of the country; (Paragraph two, clause 10.1 as amended

equine influenza – during the last 12 months

infectious equine encephalomyelitis of eastern
and western types, rhinopneumonias, infectious anaemia, lichen and equine smallpox
– during the last 3 months on the territory of the farms;
rabies – during the last 12 months at the farm.

Horses selected for sending to Ukraine had no
clinical symptoms of viral arteritis during 28 days preceding the day of dispatch,
and diagnostic tests of blood samples, performed with 14 – day interval showed
a negative result.
10.2. Horses selected for sending to Ukraine
shall be for not less than 30 days kept at special quarantine bases of the
exporting country under supervision of representative of the state service
of veterinary medicine of Ukraine. At the time of quarantine, total clinical
examination is performed with daily thermometry, as well as diagnostic tests
in state veterinary laboratory using methods, commonly practiced in the exporting
country, for detection of glanders, coupling disease, (babesia Caballi), nuttalliosis
(babesia Equi), rhinopneumonia, infectious hysteritis, infectious anaemia,
viral arteritis, leptospirosis. Diagnostic tests for coupling disease and glanders
are performed in 15 days before dispatch, for infectious equine anaemia – during
30 days, viral arteritis – two times during 28 days, with interval of 14 days.
Animals are vaccinated against influenza with deactivated vaccine. At least
in 20 days before import to the territory of Ukraine, animals are vaccinated
against charbon (unless they were vaccinated in 6 months before dispatch).
Anthelminthic treatment and treatment against ectoparasites are performed.

10.3. If in the period of quarantine basing
on the results of diagnostic researches in some animals positive (serological,

responsibility. In this case, information shall be immediately notified to
the State Department of veterinary medicine.
10.4. Vehicles are treated and prepared according
to the rules adopted in the exporting country.
10.5. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of method, date of diagnostic researches, their results and preventive vaccination.
10.6. Importation of animals into the territory
of Ukraine shall be possible after obtaining of the permit of the State Department
of veterinary medicine of Ukraine.
10.7. After importing into the territory of
Ukraine and undergoing the state veterinary and sanitary control, animals shall
go through quarantine for the period 30 of days in a specially prepared premises.
In this period, diagnostic tests are performed for glanders, infectious anaemia,
coupling disease, infectious hysteritis, viral arteritis, leptospirosis, rhinopneumonia,
nuttalliosis under control of the state service of veterinary medicine. (Paragraph

11. Veterinary requirements concerning importing
horses to Ukraine
for participation in international competitions
11.1. Import to Ukraine shall be allowed for
healthy horses, not vaccinated against infectious encephalomyelitis of any
type, African horse sickness, and originate from the farms and administrative
territories, free from contagious animal diseases, including:
coupling disease, vesicular stomatitis, African
horse sickness, glanders, Venezuelen equine encephalitis – during the last
2 years on the territory of the country; (Paragraph two, clause 11.1 as amended
in compliance with the Order of the State Department of veterinary medicine

equine influenza – during the last 12 months
on the territory of the country; (Paragraph three, clause 11.1 as amended in

encephalomyelites of horses of the Western and
Eastern types, rhinopneumonia, infectious anaemia, equine lichen and smallpox

rabies – during the last 12 months at the farm.

Horses selected for sending to Ukraine had no
clinical symptoms of viral arteritis during 28 days before the day of dispatch;
diagnostic blood tests that were performed with the interval of 14 days showed
negative result.
11.2. Before dispatch, the horses must stay
for not less than 30 days under the supervision of the state veterinary service
of the exporting country.
In this period, diagnostic tests are performed
in the state veterinary laboratory using the methods, commonly practiced in
the exporting country, for glanders, coupling disease and infectious equine
anaemia, unless such tests were not taken during the last 90 days before dispatch.

11.3. Horses sent for competitions, must be
vaccinated against influenza using deactivated vaccine, not later than in 30-45
days before dispatch.
11.4. Vehicles are treated and prepared according
to the rules adopted in the exporting country.
11.5. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of method, date of diagnostic tests, their results and preventive vaccinations.
11.6. Importation into the territory of Ukraine
of animals shall be possible after obtaining of the permit of the State Department
of veterinary medicine of Ukraine.
11.7. While staying on the territory of Ukraine,
the horses shall be allocated and held under control of the state service of
veterinary medicine. Horses imported from different countries shall be isolated
from each other for all the period of stay, except the time of participation
in the sport competition. After completion of sport contest, the horses must
be removed from the territory of Ukraine.
12. Veterinary requirements concerning import
into Ukraine of stallion sperm
12.1. Import to Ukraine is allowed for sperm
of stallions, obtained at the artificial insemination enterprises, which remain
under permanent control of the state veterinary service of the exporting country.
12.2 Sperm originates from a farm (station,
centre, etc.) and administrative territory, which is officially free from contagious
animal diseases, including:

The sperm collected during the year, shall be
tested as to presence of pathogenic viral arteritis, and the results of test
must be negative.
Donor stallions in the day of taking sperm must
not have clinical symptoms of viral arteritis, and subjected to serological
diagnostics within 14 days after taking sperm, and the results of such test
must be negative.
12.3. Keeping of animals and collection of sperm
from stallions shall be performed in compliance with the stipulated veterinary
and sanitary requirements.
12.4. Brood stallions, which provide sperm for
export, must not be vaccinated against rhinopneumonia, to stay at the artificial
insemination enterprises for at least 6 months before collection of sperm,
and not be used for natural insemination.
12.5. In 30 days before collection of sperm,
stallions are tested in state veterinary laboratory using the method, commonly
practiced in the exporting country, for detection of glanders, coupling disease,
piroplasmosis (babesia Caballi), nuttalliosis (babesia Equi), rhinopneumonia,
infectious hysteritis, infectious anaemia, viral arteritis, leptospirosis.

12.6. Sperm must not contain pathogenic and

12.8. Veterinary certificate shall be supplemented

number of series and doses in the same canister.
12.9. The provided sperm shall be packed and
transported in special containers (vessels) with liquid nitrogen.
12.10. Importation into the territory of Ukraine
sperm shall be possible after obtaining of the permit of the State Department
of veterinary medicine of Ukraine.
12.11. Before using on the territory of Ukraine,

13. Veterinary requirements concerning import

13.1. Import into Ukraine shall be allowed for

horse sickness, glanders, Venezuelen equine encephalitis – during the last

infectious hysteritis, infectious anaemia, viral arteritis. At least in 42
days before slaughter, animals shall be vaccinated against charbon (unless

13.3. Dispatch is allowed only for clinically
healthy horses, which showed negative result in diagnostic tests.
13.4. Vehicles are treated and prepared according
to the rules adopted in the exporting country.
13.5. Observance of conditions, stipulated in
these requirements, shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in the language of the exporting country and in Ukrainian, with
specification of method, date of diagnostic tests and vaccinations.
13.6. Importation of horses into the territory
of Ukraine shall be possible after obtaining of the permit of the State Department
of veterinary medicine.
13.7. Animals shall be slaughtered on the territory
of Ukraine not later than in 2-3 days after arrival to the slaughterhouses.
Before slaughter, horses shall be tested for glanders, only animals with negative
reaction shall be slaughtered.
14. Veterinary requirements concerning import
into Ukraine of one day
of age youngs of various species of birds, incubatory
and food eggs of these birds

14.1. Import to Ukraine shall be allowed for
clinically healthy one day of age youngs of various species of birds and incubatory
eggs of such species of birds, that originate from the farms (incubators) of
good standing, which comply with the requirements of the Sanitary Code for
land animals (hygiene measures and sanitary safety in brood birds-breeding
farms and incubators) and stay outside bad zone of contagious diseases of birds,
including:
Newcastle disease, influenza (highly pathogenic
bird influenza) – in case of performance of stamping out – 6 months; (Paragraph

Birds originate from poultry farms of good standing
as to: smallpox, Gumboro disease, neurolymphomatosis, leucosis, bird tuberculosis,
infectious laryngotracheitis, infectious encephalomyelitis, infectious anaemia,
infectious bronchitis, infectious bursal disease, adeno- and reoviral infection,
rhinotracheitis (TRT), Glasser's disease, reduced egg production syndrome,
clamidiosis (ornithosis), viral enteritis (Dergie disease), duck-plague, viral
hepatite, paramixovirus and coronavirus, black head, salmonellosis, pullorosis,
pasteurellosis, mycoplasm and other highly contagious diseases – during the

Importing into Ukraine of poultry products is
permitted after studying epizootic situation with highly contagious and chronic
diseases of birds in the supplier farms by means of visiting them by the specialists
of the State Department of Veterinary Medicine of the importing country.
14.2. Parent flock of hens and turkeys shall
be tested for pullorosis. At that, there must be no birds with positive reaction.
Parent flock of birds shall not be vaccinated
against diseases that are not registered in Ukraine, and with alive virus vaccines
(except the vaccines, agreed upon by the importer country, and those after
which in the follow-up vaccinations deactivated vaccines were used).

14.3. One day of age youngs shall be received
from incubation eggs of the birds, that comply with the veterinary requirements,
stipulated in clause 14.1.
One day of age youngs of various birds, if needed,
can be vaccinated against diseases, common for this particular species and
age, according to the approved by the State Department of veterinary medicine
schemes of vaccine prevention. Certificate must indicate type of vaccine and

Youngs of birds shall be conditioned and shall
comply with the certificate of technological parameters for the specific cross

14.4. Incubation eggs must be obtained from
the birds, that comply with the veterinary requirements, stipulated in clause
14.1.
14.5. Incubation eggs must be disinfected using
method, practiced in the exporting country and immediately before importation
to the territory of Ukraine. (Paragraph 14.5 as amended in compliance with

14.6. Incubation eggs and one day of age youngs
of various species of birds are supplied in disposable containers.
14.7. Vehicles are treated and prepared according
to the rules adopted in the exporting country.
14.8. Observance of conditions, stipulated in
these requirements for each lot of birds or incubation eggs shall be completely
certified by the veterinary certificate of the country of origin in the original
(form of certificate is agreed upon by the State Department of veterinary medicine
of Ukraine), signed by the state veterinary doctor and composed in languages
of the exporting country and in Ukrainian, with specification of method, date
of serological and diagnostic tests and their results, against which infectious
diseases the parent flock was vaccinated, when, and what types of vaccine were
used.
14.9. Importation into the territory of Ukraine
of one day of age youngs, incubation eggs with the relevant marking, accepted
in the exporting country, shall be possible after obtaining of the permit of
the State Department of veterinary medicine.
The permit is granted after considering of the
documents agreed upon by the management of the state veterinary medicine of
the Autonomous Republic of Crimea and oblasts:
application, agreed upon by the state veterinary
medicine inspector of oblast; opinion of the committee as to epizootic examination
of supplier farms with specification of epizootic state administrative territories;
certificate of epizootic examination of buyer
farms with specification of conditions for quarantine;
schemes of vaccinal prevention, agreed by the
state veterinary medicine inspector of oblast;
contract or copy of contract, to be filed at
least in 15 days before importation.
14.10. At the time of quarantine of birds, daily
clinical examination shall be performed, as well as the required veterinary
measures and vaccination according to the local vaccinal prevention schemes
approved by the state service of veterinary medicine. From each imported into
Ukraine lot of incubation eggs or birds, sampling of eggs and birds is taken,
in compliance with the sampling norms, and sent for performance of the necessary
laboratory and diagnostic tests (at the cost of owner’s funds), in the state-accredited
laboratories of veterinary medicine. (Paragraph one, clause 14.10 in the wording

In case of detection in incubation eggs of any
pathogenic infectious diseases, or in the birds of any symptoms, characteristic
for infectious diseases, which are stipulated in these Requirements, further
importation shall be terminated.
15. Veterinary requirements concerning import
into Ukraine
of fur animals, rabbits, dogs and cats
15.1. For import into Ukraine clinically
healthy fur animals, rabbits, dogs and cats shall be allowed from farms and
administrative territories, free from contagious animal diseases, including:
à) for all kinds of animals:
viral encephalomyelites of all kinds – during
the last 12 months on the administrative territory;
á) for foxes, polar foxes, dogs and cats:
infectious bulbar paralysis, rabies, tuberculosis,
tularemia, dermatophytoses (trichophytosis, microsporia) – during the last
12 months at the farm;
â) for minks and ferrets:
bovine spongiform encephalopathy of cattle
and scrapie of sheep – according to the requirements of the International
Veterinary Code of the Office International des Epizooties;
viral hemorrhagic disease of rabbits, tularemia
– during the last 12 months at the farm;
encephalopathy of minks – during the last 3
years at the farm;
Aleutian disease of mink, rabies, tuberculosis,
tularemia – during the last 12 months at the farm;
ã) for rabbits:
viral hemorrhagic disease, myxomatosis, tularemia,
pasteurellosis, listeriosis – during the last 12 months at the farm.
15.2. Animals selected for shipment into
Ukraine shall be kept for not less than 30 days in special quarantine bases
under supervision of the state veterinary service of the exporting country.
15.3. During the quarantine the total clinical
inspection shall be performed. In this period the state veterinary doctors
shall carry out diagnostic research in the state veterinary laboratory with
the methods adopted in the exporting country. Animals shall be subject to the
following veterinary processing and research:
foxes, polar foxes, minks and dogs – as to toxoplasmosis;
minks – as to Aleutian disease of mink;
cats – as to dermatophytosis;
dogs and cats – not earlier than in 2 years
and not later than in 3 months before the shipment the test for antibodies
to rabies shall be carried out, at that the obtained positive result is with
titer not less than 0. 5 immune unit per ml. ( Paragraph 15.3 complemented

15.4. Not later than in 14 days before the shipment
animals shall be vaccinated, if they were not vaccinated during the last 6
months:
foxes, polar foxes – against distemper, salmonellosis
and colibacillosis;
minks and ferrets – against botulism, distemper;
pseudomonose, viral enteritis;
coypus – against pasteurellosis;
dogs – against rabies, distemper, hepatitis,
viral enteritis, parvo- and adenoviral infections, leptospirosis;
cats – against rabies and panleucopenia;
rabbits – against myxomatosis, pasteurellosis
and viral hemorrhagic disease .
15.5. Vehicles shall be processed and prepared
according to the rules adopted in the exporting country.
15.6. Observance of conditions stipulated in
these Requirements shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of methods, date of diagnostic researches, their results and prophylactic immunization.
15.7. Importation into the territory of Ukraine
of animals shall be possible after obtaining of the permit of the regional
service of the state veterinary and sanitary control and supervision on the
state border and transport of the service zone.
15.8. After import into the territory of Ukraine
and passing of the state veterinary and sanitary control animals shall be placed
under quarantine for 30 days in specially prepared room. In this period necessary
diagnostic research shall be carried out under control of the state service
of veterinary medicine.
16. Veterinary requirements concerning import
into Ukraine of wild, zoo and circus animals
16.1. For import into Ukraine clinically healthy
wild animals (mammals, fowl, fish, amphibia, reptiles) and other (Arachnida,
insects and so on) shall be allowed that come from zoos, farms, circuses, collections
and so on (hereinafter referred to as farms) and from locality or water area
free from contagious animal diseases, including:
à) for all kinds of animals:
foot-and-mouth disease, rinderpest – during
the last 12 months on the territory of the country;
African swine fever – during the last 3 years
on the territory of the country;
á) for great cloven-hoofed animals (great
cattle, wisents, buffalos, zebu, yaks, antelopes, giraffes, bisons, deers
and so on):
bovine spongiform encephalopathy of cattle and
scrapie of sheep – according to the requirements of the International Veterinary
Code of the Office International des Epizooties;
contagious nodular dermatitis (pearl disease)
of cattle, enzootic hepatitis, bluetongue, pest of small ruminants, epizootic
hemorrhagic disease of deers, acabane disease – during the last 3 years on
the territory of the country;
brucellosis, leucosis, tuberculosis, paratuberculosis
– during the last 3 years at the farm;
virus diarrhea, besnoitiosis – during the last
12 months at the farm;
â) for small cloven-hoofed animals (sheep,
goats, fallow-deers, uruses, moufflons, ibices, roedeers and so on):
enzootic hepatitis, pest of small ruminants,
bluetongue, epizootic hemorrhagic disease of deers – during the last 3 years
on the territory of the country;
quadrilateral fever – during the last 12 months
on the territory of the country;
paratuberculosis, scrapie, maeda-visna, arteriitis-encephalitis,
adenomatosis – during the last 5 years at the farm;
tuberculosis, brucellosis – during the last
3 years at the farm;
sheep-pox and goat-pox – during the last 12
months at the farm;
ã) for solid-hoofed (horses, donkeys, mule,
ponies, zebras, koulans, Przevalsky's horses, kiangs and so on):
coupling disease, African horse sickness, glanders,
Venezuelen equine encephalitis – during the last 2 years on the territory of
the country;
vesicular stomatitis, equine influenza
– during the last 12 months on the territory of the country;
equine infectious hysteritis, surrah (Evance
trypanosomes), pyroplasmosis (babesia Caballi), nuttalliosis (babesia Equi),
rabies – during the last 12 months on the administrative territory;
infectious encephalomyelites of horses of the
Western and Eastern types, rhinopneumonia, infectious anaemia, lichen and horsepox
– during the last 3 months on the territory of the farm.
Selected for shipment into Ukraine horses showed
no clinical evidence of viral arthritis during 28 days before the shipment
day, diagnostic research of blood samples performed with interval of 14 days
have a negative result.
Importing of horses should be guided by the
effective Veterinary requirements concerning import into Ukraine of pedigree,
utility and sporting horses (chapter 10 of these requirements);
´) for domestic and wild swine: swine
cholera, vesicular diseases, smallpox, infectious bulbar paralysis, porcine
enteroviral encephalomyelitis (Teschen disease) – during the last 12 months
on the administrative territory (state, province, land, district and so on);
trichinosis, porcine reproductive and respiratory
syndrome – during the last 3 years at the farm;
ä) for carnivorous:
distemper, viral enteritis, toxoplasmosis, infectious
hepatitis, rabies – during 12 months at the farm;
tularemia – during the last 6 months at
the farm;
å) for birds:
ornithosis (psittacosis), infectious bronchitis,
smallpox, reoviral infection and rhinotracheitis of turkey-hens, avian influenza
and Exotic Newcastle Disease, that were under permanent supervision of the
state service of veterinary medicine, before the dispatch were kept under
quarantine in the importing country during 30 days and had negative results
of diagnostic researches as to mentioned diseases.
Had no clinical evidence and had no risk as
to infecting with avian tuberculosis before the dispatch;
º) for web-foot birds:
Dargie disease, duck virus enteritis, viral
hepatitis of ducklings, ornithosis (psittacosis) – from a safe farm;
æ) for rodents:
toxoplasmosis – during the last 12 months at
the farm;
myxomatosis, viral hemorrhagic disease
of rabbits, tularemia – during the last 6 months at the farm;
ç) for pinniped, cetacea: pest of seals (morbili³viral
infection), vesicular exanthem – during the last 3 years in places of their
location (origin).
16.2. Animals selected for shipment into
Ukraine shall be kept for not less than 30 days in special quarantine bases
of the exporting country or in separate rooms, where clinical inspection
and thermometry shall be carried out as well as diagnostic research in the
state veterinary laboratory with the methods adopted in the exporting country:
à) great cloven-hoofed animals – as to
brucellosis, tuberculosis, paratuberculosis, leucosis;
á) small cloven-hoofed animals – as to brucellosis,
paratuberculosis, bluetongue;
â) solid-hoofed – as to glanders, coupling
disease, surrah (Evance trypanosomes), pyroplasmosis (babesia Caballi), nuttalliosis
(babesia Equi), anaplasmosis, rhinopneumonia, infectious hysteritis, infectious
anemia, viral arteriitis;
ã) carnivorous:
dogs, wovles, jackals , foxes, polar foxes,
minks, hyenas – concerning toxoplasmosis;
minks – concerning Aleutian disease of mink;
´) birds (parrots, pigeons) – concerning ornithosis
(psittacosis);
parrots – concerning clamidiosis, before
the dispatch were kept under supervision of the veterinary doctor during
45 days and were processed against clamidiosis with chlortetracycline.
16.3. Not later than in 20 days for import into
the territory of Ukraine animals shall be vaccinated, if they were not vaccinated
during the last 6 months:
cloven-hoofed animals – against charbon and
trichophytosis;
solid-hoofed – against charbon, trichophytosis
and influenza;
horses, additionally, – against rhinopneumonia;
swine – against classical pest, erysipelas and
infectious bulbar paralysis;
dogs, foxes, polar foxes, wovles, jackals –
against distemper and pseudomonose;
dogs, wovles, jackals – against rabies, hepatitis,
viral enteritis, parvovirii, leptospirosis;
minks, ferrets – against botulism, distemper,
pseudomonose and viral enteritis;
coypus – against pasteurellosis;
felines – against rabies, panleucopenia and
viral rhinotracheitis;
rodents (rabbits) – against myxomatosis and
viral hemorrhagic disease;
birds (flock of gallinaceous) – against Exotic
Newcastle Disease. Under the importer’s request vaccinations against other
diseases may be provided.
16.4. In 2-14 days before the dispatch cloven-hoofed
animals and swine shall have to be processed against leptospirosis with dihydrostreptomycin
twice.
16.5. Before the dispatch animals shall undergo
preventive treatment against epiparasites and dehelminthization.
16.6. For import into the territory of Ukraine
animals and birds shall be allowed that have negative results concerning all
above listed diagnostic researches.
16.7. Vehicles shall be processed and prepared
according to the rules adopted in the exporting country.
16.8. Observance of conditions stipulated in
these Requirements shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor,
composed in languages of the exporting country and in Ukrainian, with specification
of methods, date of diagnostic researches, their results and prophylactic immunization.
16.9. Importation into the territory of Ukraine
of animals shall be possible after obtaining of the permit of the regional
service of the state veterinary and sanitary control and supervision on the
state border and transport of the service zone.
16.10. After importation into the territory
of Ukraine and passing of the state veterinary and sanitary control animals
shall be placed under quarantine for 30 days in specially prepared room. In
this period necessary diagnostic research shall be carried out under control
of the state service of veterinary medicine.
17. Veterinary requirements concerning import
into Ukraine of live fish, inseminated roe, crayfish, molluscs, food invertebrates
and other hydrobionts
17.1. For import into Ukraine healthy hydrobionts
(fish, inseminated roe, crayfish, toads, molluscs, invertebrates) shall be
allowed that come from farms and administrative territories free from contagious
diseases, including:
viral haemorrhagic septicemia of trout (VHS),
infectious pancreatonecrosis (IPN) of salmon family, infectious hematopoietic
necrosis virus (IHN) of salmon family, aeromonose (furunculosis) of salmon
family, whirling disease of salmon family, carp spring leapfrog (VPS) – during
the last 3 years at the farm (in the reservoir of origin).

17.2. The stock from which the batches of hydrobionts
are selected, as well as inseminated roe shall have to be tested in the state
veterinary laboratory not more than in three months before the shipment with
parasitological, bacteriological and virological methods adopted in the exporting
country to exclude pathogens of contagious diseases of hydrobionts.
17.3. Food organisms (bloodworm, brine shrimp
eggs and so on) must not contain toxicogenic and pathogenic microorganisms.

17.4. Hydrobionts shall be delivered in single
trip containers.
17.5. Vehicles shall be processed and prepared
according to the rules adopted in the exporting country.
17.6. Observance of conditions stipulated in
these Requirements shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
of the exporting country and composed in languages of the exporting country
and in Ukrainian, with specification of methods, date of diagnostic researches
and their results.
17.7. Importation into the territory of Ukraine
hydrobionts shall be possible after obtaining of the permit of the regional
service of the state veterinary and sanitary control on the state border and
transport.
18. Veterinary requirements concerning import
into Ukraine of honey bees,
bumblebees and alfalfa leaf cutter bees
18.1. For import into Ukraine healthy bumblebee
and bee hives, their queen-bees and packages, larvae (cocoons) of alfalfa leaf
cutter bees shall be allowed that were reared on the territory of the exporting
country, that come from farms approved for export trade (apiaries, laboratories),
free from dangerous contagious diseases: (Paragraph one of clause 18.1 with
amendments made in compliance with the Order of the State Department of veterinary
medicine No. 36 ( z0525-05 ) as of April 25, 2005 )
for honey bees:
acariasis (acarine disease), American foulbrood,
European foulbrood, aspergillosis, askoferoze, nosematosis, varroatose (presence
of acarian forms resistant to acaricides), exotic for the country of diseases
and vermins (tropilelapsoze, powdery foulbrood, small hive beetle) – during
the last 2 years;
of other contagious diseases of bees – during
the last 8 months within the radius of 5 km;
for bumblebees:
locust acariasis (bomb acariasis), nosematosis,
gregarinoze, critidioze, aspergillosis, ascospherose, spherularioze, pyroplasmosis
and other bacterioses, acute paralysis, Kashmir bee virus, entopox virus and
myiases and in case of asbence of pollen mite in rearing premises, as well
as melitobia, braconid wasps, almond moth (Vitula edmandsae) – during the last
2 years;
for cocoons of alfalfa leaf cutter bees:
askoferoze, bacterioses and under condition
of lesion of not more than 0. 05% of cocoons by chalcid wasps (mellitobia,
pteromalus, monodontomer, tetrastichus, dibrachis), wasps, hoverflies, cuckoo
bees – in the year the cocoons were gathered.
18.2. In the district of origin of the material
during at least two years permanently all veterinary inspection provisions,
recommended by the Office International des Epizooties shall be carried out
under control of the state veterinary service.
18.3. Negative results of clinical and laboratory
researches of imagos and brood and fodder performed in the state veterinary
laboratories of the exporting country shall serve as certification of welfare
concerning diseases of bees and bumblebees of apiaries and their surroundings
approved for export trade, as well as of laboratories (companies) engaged in
production of bumblebees.
18.4. Selection of bumblebee and bee hives shall
be performed in 30 days, and of queen-bees in 1-3 days before their shipment
to Ukraine. Selected bumblebee and bee hives and queen-bees before the shipment
into Ukraine shall stay under permanent clinical supervision of the state veterinary
service of the exporting country. Formation of batches of alfalfa leaf cutter
bee cocoons shall be performed taking into consideration of welfare of each
supplier’s farms.
18.5. Containers, fodder and packaging material
shall originate from safe localities as to contagious diseases of honey bees
and shall not have any contact with ill bees, bubmlebees. Before bumblebees,
honey bees and queen-bees, leaf cutter bees are settled packaging material
shall undergo preventive disinfection and desacarisation.
18.6. Vehicles shall be processed and prepared
according to the rules adopted in the exporting country.
18.7. Observance of conditions stipulated in
these Requirements shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in the language of the exporting country and in Ukrainian, with
specification of methods, date of diagnostic researches and their results.
Certificate for cocoons of alfalfa leaf cutter bee shall be supplemented with
roentgenogram of samples included into the lot.
18.8. Importation into the territory of Ukraine
of honey bees, bee queens, of packages of bees, of bumblebees, alfalfa leaf
cutter bees and bee products (honey, pollens, wax and others) shall be possible
after obtaining of the permit of the State Department of veterinary medicine.
18.9. Hives (packages) of bees obtained by the
importing country after arrival shall be relocated to disinfected beehives
and allocated at isolated quarantine apiary (point) as far as possible from
the main apiary and under permanent supervision of apiarist for 2 months. Every
10 days inspection of hives shall be carried out, sampling of bees, brood and
hive honey shall be collected and sent out for testing to the state laboratory
of veterinary medicine.
At quarantine apiary, the following shall not
be allowed:
application of hives, inventory and equipment,
used by the main apiary, without application of thorough disinfection;
replenishment of hives that arrived using brood
(of bees) of the main apiary.
18.10. Packages of bumblebees that arrived shall
be directed to greenhouses.
Evaluation of the state of bumblebee hives shall
be performed as to their pollinating activity during the operation time: once
in a fortnight 100 tomato flowers ready for pollination shall be inspected
(in case of presence of 60% flowers with brown dots – excellent pollination;
50-59% – good; 49-40% – satisfactory). It is not allowed to place bumblebee
hives of different origin in one section. Opening of packages of bumblebees,
inspection and research of their broodnests shall be carried out with participation
of the representative of the supplier company and of the local service of veterinary
medicine.
18.11. At arrival of cocoons of alfalfa leaf
cutter bee shall be carried out opening of samples from each container shall
be performed, sample incubation of cocoons shall be carried out.
18.12. Should the customer identify the materials
that do not comply with the stipulated requirements, complaints shall be presented
to the supplier.
19. Veterinary requirements concerning import
into Ukraine of reindeers
19.1. For import into Ukraine clinically healthy
deers shall be allowed that were born and reared in the exporting country,
not vaccinated against brucellosis and come from farms and administrative territories,
free from contagious animal diseases, including:
bovine spongiform encephalopathy of cattle and
scrapie of sheep – according to the requirements of the International Veterinary
Code of the Office International des Epizooties:
vesicular stomatitis, contagious peripneumonia
ÂÐÕ, rinderpest ÂÐÕ, pest of small ruminants – during 2 years, foot-and-mouth
disease – during the last 12 months on the territory of the country; ( Paragraph
three of clause 19.1 in the wording of the Order of the State Department
of veterinary medicine No. 36 ( z0525-05 ) as of April 25, 2005 )
brucellosis, tuberculosis, leucosis – during
the last 6 months at the farm. ( Paragraph four of clause 19.1 in the wording

19.2. Animals selected for shipment into Ukraine
shall be kept for not less than 30 days in special quarantine bases of the
exporting country under supervision of the representative of the state veterinary
service of the exporting country. During the quarantine they shall undergo
a total clinical inspection with daily thermometry, diagnostic research in
the state veterinary laboratory with the methods adopted in the exporting country,
as to brucellosis, necrobacillosis, tuberculosis.

19.3. Not later than in 20 days for import into
the territory of Ukraine animals shall be vaccinated against charbon (if they
were not vaccinated in 6 months before the shipment), shall be processed against
warble fly (by indicators) and preventive dehelminthization.
19.4. If during the quarantine according to
the results of diagnostic researches separate animals show positive (serological,
allergic and so on) reactions, then the purchaser’s representative shall have
a right to refuse all or some of the animals, bearing no financial liability
at that. In this case this information shall be immediately notified to the
State Department of veterinary medicine.
19.5. Vehicles shall be processed and prepared
according to the rules adopted in the exporting country.
19.6. Observance of conditions stipulated in
these Requirements shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of methods, date of diagnostic researches, their results and vaccinations.
19.7. Importation into the territory of Ukraine
of animals shall be possible after obtaining of the permit of the State Department
of veterinary medicine.
19.8. After import into the territory of Ukraine
and passing of the state veterinary and sanitary control animals shall be placed
under quarantine for 30 days in specially prepared room.
In this period diagnostic research shall be carried
out under control of the state service of veterinary medicine as to brucellosis,
necrobacillosis, tuberculosis. ( Paragraph 19.8 with amendments made in compliance

20. Veterinary requirements concerning import
into Ukraine of camels
20.1. For import into Ukraine clinically healthy
camels shall be allowed, that were born and reared in the exporting country,
come from safe farms and administrative territories, free from contagious animal
diseases, including:
camel fever, camelpox, rinderpest, bluetongue,
foot-and-mouth disease – during the last 12 months on the territory of the
country;
glanders, brucellosis, tuberculosis, paratuberculosis
– during the last 3 years at the farm.
20.2. Animals selected for shipment into Ukraine
shall be kept for not less than 30 days in special quarantine bases of the
exporting country under supervision of the representative of the state veterinary
service of the exporting country. During the quarantine they shall undergo
a total clinical inspection with daily thermometry, diagnostic research in
the state veterinary laboratory with the methods adopted in the exporting country,
as to glanders, tuberculosis, brucellosis. (Paragraph 20.2 in the wording of

) as of April 25, 2005)

21. Veterinary requirements concerning import
into Ukraine of apes
21.1. For import into Ukraine clinically healthy
apelike animals shall be allowed that were born and reared in the exporting
farm. Animals shall come from farms and administrative territories that stay
under permanent control of the state veterinary service of the exporting country
and free from contagious animal diseases, including:
charbon – during the last 3 months on the territory
of the farm.
The farms and administrative territories, from
which apes are exported, have never registered cases of epidemic and epizootic
manifestations of hemorrhagic fevers: Lassa fever, Ebola fever and Marburg
fever, monkeypox, human pestilence, and on the territory of the exporting country
there are no endemical foci of mentioned diseases.
21.2. Animals selected for shipment into Ukraine
on the territory of the exporting country shall be kept for not less than 30
days in special quarantine bases under supervision of the state veterinary
service of the exporting country. During the quarantine they shall undergo
a total clinical inspection with obligatory daily thermometry, diagnostic research
in the state veterinary laboratory with the methods adopted in the exporting
country:
serological as to presence of antibodies
to pathogens of hemorrhagic fevers: Lassa fever, Ebola fever, Marburg fever,
Dengue and amarillic typhus, hepatitis of the type À, Â, Ñ, rabies, monkeypox,
herpes Â, leptospirosis, listeriosis;
bacteriological as to presence of pathogens
of the enteric bacteria group:
Escherichia, salmonella, Shigella, campelobacteria,
leprosy;
allergic test for tuberculosis.

21.3. Dispatch shall be allowed only of
clinically healthy apes, with negative results at diagnostic research. Before
the dispatch animals allowed for export shall be subject to preventive treatment
against epiparasites and dehelminthization.
21.4. In case of perishing during the quarantine
all animals shall have to be researched with the autopsy and laboratory methods
concerning contagious diseases.
21.5. Vehicles shall be processed and prepared
according to the rules adopted in the exporting country.
21.6. Observance of conditions stipulated in
these Requirements shall be completely certified by the veterinary certificate
of the country of origin in the original, signed by the state veterinary doctor
and composed in languages of the exporting country and in Ukrainian, with specification
of methods, date of diagnostic researches, their results and prophylactic immunization.
21.7. Importation of apes into the territory
of Ukraine shall be possible after obtaining of the permit of the State Department
of veterinary medicine.
21.8. After import into the territory of Ukraine
and passing of the state veterinary and sanitary control animals shall be placed
under quarantine for 30 days in specially prepared room. In this period necessary
diagnostic research shall be performed under control of the state service of
veterinary medicine.
22. Veterinary requirements concerning import
into Ukraine of meat and meat products
22.1. For import into Ukraine meat shall be
allowed only in carcasses, half carcasses, quarters, frozen meat blocks, meat
products and bypass, obtained from slaughter and processing of healthy animals,
reared on the territory of the exporting country and processed at meat processing
plants that have got the permit of the central state veterinary service of
the exporting country for delivery of products for export and stay under its
permanent control.
Animals to be slaughtered were not fed with
fodder of animal origin, at manufacture of which internal organs and tissues
